Comprehensive Plan Periodic Update

The City of Long Beach is preparing to launch its next Comprehensive Plan Periodic Update, due in 2027, with funding support from the Washington State Department of Commerce.

The Comprehensive Plan is a 20-year roadmap that guides the City’s growth, development, and overall community character. It fulfills requirements of the Washington State Growth Management Act (GMA) (RCW 36.70A), and includes a vision statement, along with goals and policies for each plan element listed below. These elements form the basis for the City’s zoning, land use decisions, and development regulations.

  • Land Use
  • Housing
  • Capital Facilities and Public Services
  • Utilities
  • Transportation
  • Economic Development
  • Sustaining the Comprehensive Plan
  • The Natural Environment
  • The Human Environment
  • Climate (New)

While the plan is designed to provide long-term guidance, periodic updates are required to keep it aligned with community needs, state regulations, and changing conditions. The 2027 update will focus on targeted amendments to meet new state requirements and address emerging local priorities.

Key Themes for the 2027 Update:

  • Climate and Resiliency:
    In response to House Bill (HB) 1181, the new Climate Change and Resiliency Element, required as of July 2023, will address climate-related risks and identify mitigation strategies to reduce impacts on the City’s assets.
  • Housing Options and Affordability
  • Accessibility, Diversity, Equity, and Inclusion (ADEI)

The Washington Department of Commerce Climate Element grant is supported with funding from Washington’s Climate Commitment Act (CCA). The CCA supports Washington’s climate action efforts by putting cap-and-invest dollars to work towards reducing climate pollution, creating jobs, and improving public health.
